Strategy & Performance Framework for the National Planning Council of Qatar
Real Hands-On was engaged by Qatar's National Planning Council to deliver a hands-on strategy and performance management programme for senior planning officials, aligned with Qatar National Vision 2030 and the National Development Strategy.
The National Planning Council of Qatar is the government body responsible for Qatar's long-term national development strategy. Real Hands-On was engaged to build strategic planning and performance measurement capability across the NPC's planning and strategy directorate β providing practical tools aligned with the Qatar National Vision 2030 framework.
Programme Context
Qatar's National Vision 2030 articulates four development pillars: human development, social development, economic development, and environmental development. The NPC's performance measurement challenge is unique: measuring outcomes of multi-year, multi-stakeholder national development programmes against Vision 2030 targets.
Day One: Strategy Formulation Tools
Day one covered environmental analysis using PESTLE in the context of the Qatar national economy, strategic objective formulation for planning mandates, and strategy mapping for government bodies. The workshop produced a draft strategy map for the NPC's planning and coordination function β built from participants' own mandate, not a hypothetical case study.
Day Two: Performance Measurement for Development Programmes
Day two addressed the specific challenge of measuring multi-year development programme performance: designing leading indicators for long-horizon programmes, setting meaningful interim milestones for 10-year goals, and connecting programme performance to national development outcomes.
Consulting Follow-Up
Following the two-day intensive, Real Hands-On provided three consulting sessions to support the NPC team in refining their strategy map, calibrating KPI targets against regional benchmarks, and designing a quarterly strategy review process.
All deliverables β strategy maps, KPI frameworks, and review processes β were developed bilingually and designed for integration with the NPC's existing performance monitoring systems.
